The Ministry of Industry and Information Technology and five other departments have issued guidelines on promoting the comprehensive utilization of photovoltaic modules. By 2027, the level of green production of photovoltaic modules will be further improved, the use of recycled materials will be effectively increased, and standards for module decommissioning evaluation and testing methods will be refined. Key technologies such as surface structure disassembly, efficient separation of lamination, and component extraction will achieve breakthroughs. The application scale of recycled photovoltaic modules in key fields like metal smelting, equipment manufacturing, and building materials production will further expand. A batch of technical standards for green design and comprehensive utilization of photovoltaic modules will be established, and a group of leading enterprises in the recycling of old photovoltaic modules will be cultivated. The total recycled photovoltaic modules will reach 250,000 tons. By 2030, the technological and equipment level for photovoltaic module recycling will be further enhanced, industry innovation and development capabilities will be significantly strengthened, application scenarios and methods for recycled products will continue to expand, and a tightly coordinated industrial chain upstream and downstream, reasonable capacity layout, and the ability to handle large-scale decommissioning waves will be formed.
