Fujian Ningde Police Station Instructor Indecently Assaults 15-Year-Old Girl, Sentenced to 2 Years and 9 Months in First Trial, Family Seeks to File for Protest | Just Under Investigation
Why is the family member strongly dissatisfied with the two years and nine months sentence?
On the afternoon of June 16, 2025, Xiao Jun (pseudonym), who lives in Yacheng Town, Xiapu County, Ningde City, Fujian Province, was called to the instructor’s office at Yacheng Town Police Station due to an assault case involving him and his mother. During this time, the instructor Li asked Xiao Jun’s mother to leave first, and then sexually assaulted Xiao Jun alone in the office.
This is what the first-instance judgment record states. Upon reviewing the verdict again, Xiao Jun’s father, Mr. Zhang, looked distracted, tightly gripping his hands when he put down the judgment. He couldn’t understand why a grassroots police instructor, who is supposed to protect the people, would assault a 15-year-old girl.
According to the criminal judgment from Xiapu County People’s Court obtained by Xin Huanghe from Mr. Zhang, Li’s acts of molestation included touching her chest, genital penetration, oral sex, and penetration with ejaculation. On March 16, 2026, Li was sentenced to 2 years and 9 months in prison for forcible molestation. Mr. Zhang said Li did not appeal the sentence.
The verdict is final, but Mr. Zhang’s heart remains unsettled. On one hand, he feels Li’s sentence is too light, and his daughter has not received apologies from Li’s family or the police station. On the other hand, his daughter was deeply traumatized, often in low spirits, and repeatedly ran away from home. “I plan to file an appeal and hire a lawyer to pursue civil compensation from Li,” Mr. Zhang said.

Initially, the father thought it was his child’s nonsense
When he first received a call from his wife, Mr. Zhang was stunned. His first reaction was: “Impossible, the child is lying, this will have legal consequences.” It wasn’t until his wife called him a third time that Mr. Zhang realized the girl was telling the truth.
Yacheng Town is located in the northeast of Xiapu County, Ningde City. It is a seaside town near a bay, with a population of over 30,000, making it a large town. Next to the town is the Shenhai Expressway. Twenty years ago, Mr. Zhang was passing through Xiapu and stopped in Yacheng Town. He noticed that the town was beside the highway, with beautiful scenery and many travelers stopping by. As a native of Shandong, he had been doing business in Xiapu for a long time. In 2007, he settled in Yacheng Town, and nearly twenty years have passed since then. Mr. Zhang thought he could live peacefully here forever.
In 2010, his daughter Xiao Jun was born, his second child. She attended kindergarten through junior high school in Yacheng Town. In her first year of junior high, Xiao Jun’s grades declined. On a friend’s recommendation, Mr. Zhang sent her to a boarding school in Henan for a year. After returning to Yacheng, Xiao Jun became somewhat better-behaved, so Mr. Zhang arranged for her to continue studying there. “Before I could settle her school matters last year, this happened,” Mr. Zhang said.

Mr. Zhang recalled that at that time, Xiao Jun had a physical altercation with someone. “Xiao Jun said she was first beaten by someone, then she gathered some people to teach the attacker a lesson. Later, someone reported it to the police, and she gave a statement and record, then everyone went home.” After returning home, Xiao Jun’s mother received a call from the police station, asking her to bring Xiao Jun back to make another statement. According to the judgment from Xiapu County People’s Court, around 2 p.m. on June 16, 2025, Li notified the victim and her mother to the instructor’s office at Yacheng Police Station in relation to the assault case. Around 3 p.m., Li asked Xiao Jun’s mother to leave on pretext, leaving Xiao Jun alone in the office.
“I would never have thought such a thing would happen. Her mother also didn’t expect it, thinking that her daughter was safe at the police station,” Mr. Zhang told reporters. After Xiao Jun returned home from the police station, she refused to eat, saying she had no appetite, then went into her room. Soon after, she was crying loudly inside. Her mother thought she was scolded at the police station and initially paid no attention. It wasn’t until Xiao Jun’s emotions became uncontrollable that her mother went in to ask. Under her persistent questioning, Xiao Jun finally told her what had happened with the instructor molesting her.
At that time, Mr. Zhang was driving in Fuding. When he received his wife’s call, his first reaction was disbelief, thinking, “How could the police station do such a thing?” It wasn’t until he heard his daughter crying on the phone that he believed it.
The instructor coerced her with “detention” to commit forcible molestation
After receiving his wife’s call, Mr. Zhang immediately called the instructor Li. On the phone, Li strongly denied his actions, claiming he was trying to mediate Xiao Jun’s dispute and educate her, and asked Mr. Zhang to bring his wife and daughter to the police station for a face-to-face confrontation. “I am trying to help you all live well in Yacheng,” “Don’t slander the police,” “I won’t gamble with my future over this,” Li said. On the way back from Fuding to Xiapu, Mr. Zhang reported the incident to Ningde Public Security Bureau.
Around 11 p.m. on June 16, 2025, Li was taken to the Discipline Inspection Team of Xiapu County Public Security Bureau from Yacheng Police Station, and the next day, he was summoned to the law enforcement center of Xiapu County Public Security Bureau for investigation.

The court’s judgment restored the details of the incident. It showed that after Xiao Jun’s mother left, Xiao Jun was left alone in her office. Subsequently, Li coerced her by suggesting she might be detained for the case, and then molested her by touching her chest, penetrating her genitals, performing oral sex, ejaculating, and other acts. According to forensic identification by Ningde City Forensic Evidence Appraisal Institute, semen, suspicious stains on the inside of the trash can in Li’s office, on his trousers, the lower part of his police uniform, on the armrest of the office chair, on a towel, and on the white shoes Xiao Jun was wearing at the time contained STR profiles matching Li’s blood sample.
The judgment states that Li did not dispute the facts, charges, or sentencing recommendations, and signed a confession. During the trial, he raised no objections. His defense argued that the allegation of forced oral sex was mainly based on the victim’s unilateral statement, which conflicted with other evidence and should not be legally recognized.
Xiapu County Court found that Li coerced and molested others using threats, constituting the crime of forcible molestation. The prosecution’s charges were substantiated. Since the victim was a minor, the sentence could be increased; because Li used his position to commit the crime, the sentence could be increased; due to the heinous nature of the molestation, the sentence could be increased; Li admitted to the crime and was willing to accept punishment, so a lighter sentence could be considered. Considering all circumstances, the court imposed a heavier penalty. The defense’s argument about “oral sex” was not accepted, as it was confirmed by the victim’s statement, witness testimony, documentary evidence, physical evidence, and forensic opinions. Ultimately, Li was convicted of forcible molestation and sentenced to 2 years and 9 months in prison in the first trial. Mr. Zhang stated that Li did not appeal the verdict.
On March 21, a relevant person from Xiapu County Public Security Bureau told Xin Huanghe that Li’s first-instance sentence had been finalized and was currently in the period for appeal. Once the sentence becomes effective, Li will be dismissed from his position.
The girl often has nightmares, runs away multiple times, and self-harms
Mr. Zhang said that after the incident, Xiao Jun often broke down or had nightmares. She had previously run away from home multiple times and recently went to Jiangxi alone. In August 2025, two months after the incident, his wife sent him a photo of Xiao Jun cutting her arms with a knife, blood staining her arms. His wife cried and said, “Both arms are full of cuts. She’s in a bad mood now. When I asked her, she got angry and wouldn’t let me in or see her.” Mr. Zhang said, “Don’t get angry, just try to comfort her slowly.”
“We are in Yacheng Town, and many people know about this. There are often rumors on the street—some say my daughter was raped, and some even say my wife was raped.” After this incident, his wife couldn’t bear the pressure and returned to Sichuan, closing her shop in Yacheng Town.

“Her current condition fluctuates—sometimes she’s very obedient, and other times her mood is terrible.” Mr. Zhang is very worried about Xiao Jun. She has run away four times: first to Xiapu County, then to Anhui and Quanzhou, and now to Jiangxi. “When she went to Xiapu and Anhui, she told us. Later, due to rumors and some friends distancing themselves from her, her situation worsened. When she went to Quanzhou, she didn’t tell us, blocked my messages, and didn’t reply.” Mr. Zhang said that during her trip to Jiangxi, his daughter said she wanted to go out but didn’t say where. His wife gave her 200 yuan, and she took her suitcase and left. Until the verdict was announced, Xiao Jun was still outside the area. Now, Mr. Zhang can only cautiously communicate with his daughter, fearing to hurt her feelings, and only knows she is working outside.

Currently, Mr. Zhang plans to file an appeal with the Xiapu County Procuratorate and has hired a lawyer to pursue civil compensation. He believes his daughter has been harmed for life, and the perpetrator was only sentenced to two years and nine months, which he cannot accept. “So far, neither the police station nor Li’s family has apologized to us. Only Li said ‘sorry’ during the court hearing,” Mr. Zhang said.
