This stance, no matter how you look at it, seems to be softening towards the U.S., indicating a reluctance to continue confrontation. Perhaps Maduro realizes that the chances of opposing the U.S. are slim, perceives potential danger, or maybe is retreating to advance, aiming to lull the U.S. into a false sense of security for a breather.
