After its release, the article spread rapidly and triggered significant volatility in U.S. stocks on February 23.

The market’s reaction to a single article isn’t because it truly believed every number. Markets never need to fully believe a narrative; they only need to be reminded: a certain unspoken fear now has a tradable language.

Citrini’s article is effective not because it “predicts” anything, but because it names something. It gives a name to a growing sensation: Ghost GDP. The core premise is that, after AI agents penetrate enterprises, labor productivity skyrockets, nominal GDP remains strong, but wealth becomes increasingly concentrated among computing power and capital holders, no longer circulating into real consumption; this leads to a consumption crash, credit defaults, pressure on housing and consumer loans, with software and consulting industries collapsing first, then spreading to private equity credit and traditional banking systems.

In other words, what Wall Street truly fears isn’t AI making mistakes, but AI being too successful. That’s what makes “The 2028 Global Intelligence Crisis” so unsettling. It’s not about machines awakening, not about human extinction, and not even primarily about unemployment. It’s about a more capitalist, more modern issue: what happens if companies become more efficient but households grow weaker?

The answer is: a society that may grow statistically but bleed in reality.

Because once agents enter payment, collaboration, execution, memory, and decision-making layers, the real challenge isn’t whether a model will hallucinate, but: when hundreds of millions or billions of agents exist online, who will write the rules for them?

Modern internet already has two default answers.

The first is the platform answer. Platforms provide identity, permissions, payment interfaces, reputation systems, and moderation boundaries. They host everything and define everything. The answer can’t be to micro-manage everything.

Nor can it be to rely on a smarter, kinder central authority.

The only viable answer is to institutionalize the “steering wheel”: turn some constraints into identity registration, reputation building, asset rights, budget limits, mathematical receipts, challenge mechanisms, revocation, and penalty logic.

This is precisely why Web3’s social experiments are suddenly more serious in the AI era. Once system complexity exceeds human governance capacity, those experiments about “whether order can still exist without centralized trust” are no longer fringe—they become rehearsals.
