A 900 billion fund company welcomes a new vice president

On March 11, ICBC Credit Suisse Fund announced that Yingchun Mei has been appointed as the company’s Vice General Manager.

An earlier announcement from Industrial and Commercial Bank of China (ICBC) indicated that Yingchun Mei was born in 1971 and holds a Master’s degree in International Affairs from Columbia University in the United States and a Ph.D. in Economics from the Chinese Academy of Fiscal Sciences (formerly the Institute of Fiscal Science).

She joined the Ministry of Finance in 1992 and has worked in the Departments of the World Bank Office, Treasury Department, and Customs Department. She previously served as an Assistant Researcher in the Budget Implementation Division of the Treasury Department, Assistant Researcher, Deputy Director, and Director at the Treasury Payment Center, and Deputy Director of the Customs Department (Customs Policy Research Center). During this period, she was seconded to the World Bank’s Development Finance Department, the Development Partnerships Bureau, and the Office of the President of the East Asia-Pacific Regional Bank as a senior advisor.

Since August 2017, Yingchun Mei has served as a non-executive director of ICBC. In February 2021, she ceased to serve as a non-executive director due to the expiration of her term.

According to ICBC Credit Suisse Fund’s announcement, Yingchun Mei was transferred to ICBC in February 2021, where she took on the role of senior department head at the head office. In October 2025, she joined ICBC Credit Suisse Fund and is currently the Deputy Party Secretary (at the level of General Manager of the Head Office).

A February recruitment brochure from ICBC Credit Suisse Fund lists the senior management team, including Chairman Zhao Guicai, General Manager Yang Fan, Inspector and Chief Risk Officer Hao Wei, Deputy General Managers Xu Changyong and Zhang Hua, Chief Information Officer Wang Jian, Chief Investment Officer Li Jianfeng, Chief Marketing Officer Zhang Bo, and Chief Fixed Income Investment Officer Ouyang Kai.

Apart from Li Jianfeng, Zhang Bo, and Ouyang Kai, most of the senior management team have experience working at ICBC. Yingchun Mei’s addition further strengthens the team’s ICBC culture.
