The 14th National People's Congress approved with high votes the Government Work Report and the draft resolution on the Outline of the 15th Five-Year Plan. Ma Fenguo, head of the Hong Kong delegation to the NPC, stated that he will promote the implementation of the 15th Five-Year Plan after the meeting and actively participate in drafting the SAR Government’s first five-year plan, emphasizing the need to balance the development needs of the country and Hong Kong. During the session, the delegation submitted 244 suggestions, which were accepted and responded to.

The Fourth Session of the 14th National People’s Congress concluded this afternoon, passing the government work report and the draft resolution on the “14th Five-Year Plan” outline with high votes.

Ma Fengguo, head of the Hong Kong delegation to the National People’s Congress, said after the closing of the session that he will promote the “14th Five-Year Plan” to the entire society upon returning to Hong Kong. He will actively participate in drafting the SAR government’s first five-year plan and provide suggestions whenever possible.

Ma Fengguo pointed out that during this year’s session, the Hong Kong delegation held a total of 12 review meetings, with 295 speeches. On average, each Hong Kong delegate spoke 7 or 8 times, and a total of 244 suggestions were submitted, all of which were accepted by the conference secretariat. Some suggestions have already received preliminary responses.

He emphasized that when the government conducts related drafting work, it must avoid working behind closed doors. It should align and coordinate with the country’s “14th Five-Year Plan,” contribute to the country’s needs, and also meet Hong Kong’s own development requirements.
