New World K11 ARTUS Serviced Residence Conversion Project Rejected by Town Planning Board

New World Development (00017) recently submitted a planning application to the Town Planning Board to convert its Tsim Sha Tsui hotel-style apartment K11 ARTUS (寓館) into a long-term serviced residence. However, the application was rejected by the board today.

A spokesperson for New World Development stated that they will review the committee’s feedback to improve the project’s operational and design flexibility, which will be more beneficial for the group’s long-term development in the serviced long-term rental housing market.

The application indicates that the project, which currently offers about 287 rooms, plans to reduce the number of units by approximately 28.6%, to about 205 units. The average size of each unit will increase by 70%, providing a long-term, high-end living option, with completion expected in 2029.

The Planning Department previously did not oppose the application, noting that converting hotel rooms into residential units is inconsistent with planning intentions. However, the affected area only accounts for about 10% of the total gross floor area and will not weaken the project’s main commercial elements. Additionally, the Tourism Commissioner stated that the change would have a minimal impact on hotel room supply in Tsim Sha Tsui, so they did not oppose the application.

K11 ARTUS is located at 18 Salisbury Road, Tsim Sha Tsui, within the Victoria Harbour Cultural Centre. It is classified as a “Commercial (7)” zone, covering 16 floors with a total floor area of approximately 359,100 square feet, currently offering 287 rooms.
