【17】New World K11 ARTUS Converted to Serviced Apartments Unexpectedly Rejected by Town Planning Board

New World Development (00017) Its hotel-style apartment K11 ARTUS applied to the Urban Planning Committee for redevelopment at the end of last year, converting the current short-term hotel use into long-term stratified serviced apartments. Although K11 ARTUS’s redevelopment application was not opposed by the Planning Department on Wednesday (11th), it was rejected by the Urban Planning Committee today (13th).

A spokesperson for New World Development stated that they will review the committee’s comments to improve the project’s operational and design flexibility, which will be more beneficial for the group’s long-term expansion into the serviced long-term rental housing market.

The application shows that the renovation of K11 ARTUS does not involve demolition or reconstruction. The hotel-style apartments will maintain their current height and floor area, with the number of units reduced from 287 to approximately 205—about 28.6% less—with an average unit size increased by 70%. The project aims to provide long-term, high-end living options, with completion expected in 2029.

K11 ARTUS redevelopment involves 16 floors

The Planning Department previously did not oppose the application, stating that converting hotel units into residential units is inconsistent with planning intentions. However, the application only involves about 10% of the total building area and will not weaken the project’s main commercial elements. Additionally, the Tourism Commissioner mentioned that the impact on hotel room supply in Tsim Sha Tsui is minimal, so the application was not opposed.

K11 ARTUS is located at 18 Salisbury Road, Tsim Sha Tsui, within the Victoria Dockside Cultural Hub. The project falls within the “Commercial (7)” zone. The redevelopment, including the elevator lobby, MEP facilities, and other logistics, involves part of the basement, floors 8 to 21, and the rooftop of Victoria Dockside, totaling 16 floors, covering approximately 359,000 square feet, with no change in area.
