The 2026 Zhongguancun Forum Annual Conference will release policy measures to promote collaborative innovation in the Beijing-Tianjin-Hebei region.

On March 18, the State Council Information Office held a press conference to introduce the 2026 Zhongguancun Forum Annual Conference. Jin Wei, a member of the Beijing Municipal Party Committee and Vice Mayor, stated that at the opening ceremony of the 2026 Zhongguancun Forum, policies and measures related to the Beijing (Jing-Jin-Ji) International Science and Technology Innovation Center will be released. This will serve as a “blueprint” for the deep integration of technological and industrial innovation among the three regions.
Lin Xin, Deputy Minister of Science and Technology, said that after years of effort, significant progress has been made in building the Beijing International Science and Technology Innovation Center. The city’s original innovation capacity continues to strengthen, with social R&D investment intensity maintained above 6%, basic research funding accounting for over 15%, and the number of highly cited scientists ranking first among global cities. It has cultivated three trillion-yuan industry clusters in new-generation information technology, healthcare, and science and technology services. The R&D investment intensity in the Beijing-Tianjin-Hebei region has increased from 3.5% in 2014 to 4.22% in 2024, ranking among the top in national urban clusters. According to the 2025 Global Top 100 Innovation Clusters report by the World Intellectual Property Organization, Beijing ranks fourth.
The Ministry of Science and Technology will work with relevant departments and local governments to jointly promote the construction of the Beijing (Jing-Jin-Ji) International Science and Technology Innovation Center.
In terms of regional coordination, support Beijing to play a leading role. Centered on Zhongguancun, with the Jing-Jin and Jing-Xiong corridors as the backbone, and Tianjin Binhai New Area, Xiong’an New Area in Hebei, and Shijiazhuang as key nodes, a collaborative innovation network of “one platform, two corridors, three hubs” will be built. Efforts will be made to jointly review and layout innovation chains and industrial chains among the three regions, strengthen policy mutual recognition, resource sharing, platform co-construction, and joint research projects, promote the free flow of innovation elements and complementary advantages, and collaboratively create a world-class source of technological innovation.
Regarding central-local cooperation, policies will be intensified. A package of policies will be introduced focusing on the development of strategic technological forces, layout of major scientific facilities and platforms, deployment of key scientific tasks, and cultivation of emerging and future industries. Support will be provided for Jing-Jin-Ji to produce significant original achievements in fields such as artificial intelligence, biomedicine, commercial aerospace, and hydrogen energy, fostering world-class industry clusters.
At the same time, local responsibilities will be strengthened, encouraging pioneering experiments. Support will be given to Jing-Jin-Ji in integrated development of education, science, and technology talent, science and finance, and building an open environment. Reforms in talent evaluation and scientific research management will be deepened to establish a comprehensive innovation-supporting institutional mechanism.
