In Russia, Roskomnadzor (RKN) plans to significantly strengthen internet traffic filtering in 2026 using artificial intelligence (AI) and machine learning tools. According to the agency’s digitalization plan, approximately 2.27 billion rubles will be allocated for the development and implementation of this technology. This system is intended to automate and speed up the detection of prohibited content and VPN services, which was previously done manually through TSPU on telecom operators’ networks.
Experts from RBC-Crypto note that the enhanced filtering could affect not only access to unwanted resources but also the crypto ecosystem, particularly the ability of Russian users to access foreign cryptocurrency platforms and analytics services. While by the end of 2025, the list of blocked resources did not include sites critical to the crypto community, experts warn that such restrictions in the future could impact exchanges, trading APIs, and pool services, especially those that rely on VPN traffic.
Machine learning enables algorithms not only to detect prohibited content by URL but also to analyze text, images, and network characteristics, making the filtering "smarter" compared to classical DPI (deep packet inspection) methods. This may lead to more frequent and precise blocking of resources used to bypass restrictions, including mirror sites and proxy services, which crypto users often rely on to access foreign platforms.
Overall, for the cryptocurrency community in Russia, these changes mean the need to prepare for possible disruptions in access to international platforms and an increased role for local infrastructures and licensed services. At the same time, regulators are discussing other measures for crypto regulation and the integration of digital assets into formal financial systems, making the issue of crypto service accessibility increasingly relevant for investors and users across the country.
